Claims vs Evidence Verifier

A claim only passes when the evidence is fresh and exists at the layer the claim describes. “Sent” needs receiver-side evidence. “Credential works” needs a live probe and a consuming path. “Config changed” needs read-back and serving-path proof.

Deterministic and local: no model call, no upload, no analytics. The output is a portable JSON receipt with a SHA-256 digest. This is lint, not certification.

Each claim has id, claim, type, optional max_age_hours, and an evidence array. Evidence items use layer, result (pass/fail), observed_at, source, and optional independent.
