Flag logic and truth boundaries
- Critical: failed/rejected/expired/stop-work status; an inspection date has passed without a passed/complete status; or the permit is already expired.
- High: review activity is older than the row’s target; expiry is within 14 days; hold/corrections status; or an inspection is within 2 days with no owner or next action.
- Medium: expiry is within 30 days, or an active row lacks an owner or next action.
- The tool does not query a government portal or prove permit status. Confirm every flagged item against the authority having jurisdiction.
